Urgent help requested - INZ application processing rules

I know I've seen it on this forum, and probably somewhere on the INZ website or operations manual, but now I'm having trouble finding it:

Can someone refer me to something from INZ that indicates that they process applications by the rules effective on the lodgement date?

If your question relates to a Skilled Migrant Category application, s94 of the Immigration Act 2009 is applicable.

EGoodhue, yes, this is for SMC, and thank you for a very helpful reply, specifically for pointing me to the Immigration Act 2009. Section 72(1) of the Act seems applicable as well:

Where the Minister or an immigration officer makes any decision in relation to an application for a residence class visa, that decision must be made in terms of the residence instructions applicable at the time the application was made and any discretion exercised must be in terms of those instructions.
