"Regional partnership agreement" for Auckland - what does it mean?

I'm a bit baffled about the latest update on INZ's news and notifications...what is a regional partnership agreement, and should we care? I don't know if this materially affects the application process at all, or if it is just the government trying to better deal with integrating migrants.

Interesting. Yes, I'd be interested to hear what the actual implementation of those programs is like, for anyone who's experienced or helped developed them.
