No, you can't sponsor a residence visa for a partner (including wife/husband) until you can show evidence that the two of you have lived together as a couple for at least 12 months.

There is no specific INZ provision for getting a visa quickly for a new partner - even a partner-sponsored visitor's https://www.immigration.govt.nz/new-...s-visitor-visa or work visa https://www.immigration.govt.nz/new-...s-visa-holders requires evidence of having lived together, and, though no timing is mentioned in the regulations, we know from experience that INZ take applications seriously with around 3 months'-worth of partnership proof. (See here https://www.google.com/search?source....0.0YirxUyupVU for old threads with much discussion and examples of the kind of evidence needed.)

If you yourself are hoping to return to NZ quite soon after the wedding without having the time to collect partnership evidence, the only course for your partner is to apply for an ordinary visitor's visa, explaining the situation. The awkward thing is that a visitor's visa is properly for someone making a visit for a limited time, intending to leave again at the end, and so needing to show that they have a life/job/responsibilities waiting for them back in their home country. Sometimes, INZ can be helpful in this situation, but sometimes they're not.

You will need to get a work (or visitor) visa and then apply for residency after living together for 12 months. Marriage certificate (thank God) means nothing in NZ. There is also an arranged marriage category in the work visa application if you are from one of those cultures.

The special visa for someone having an arranged marriage is ONLY if the partner is coming to be married IN New Zealand, not if the NZer is going to marry them overseas.
