This is a mistake. It requires evidence of 12 months' living together ANYWHERE.

If you and your wife have not yet lived together for 12 months, but HAVE evidence that you have lived together for two to three months (also anywhere in the world), you can apply for a partner-sponsored work visa.

Partner-sponsored visas ONLY take account of the applicant's live-in relationship with a NZ citizen or resident: the applicant's qualifications or work experience have no effect on the application at all.
If your wife has the right qualifications and experience to meet the requirements for a work visa in her own right, for instance

Likewise, if your wife wants to study in NZ, she would need to get the offer of a place on a suitable course and meet all the requirements for it.

But again, your partnership would not help towards admission onto a course, or getting the visa.
