    Default Student loan

Please can someone clarify this statement I found on studylink website for me? My understanding is that for anyone to qualify for a student loan, they must be a NZ citizen, Permanent resident or a protected person. But this what I found on study link, and I really don't know what they mean by 'Ordinarily residents'.

    Who can get it
To get a Student Loan, you need to be either:
    a New Zealand citizen or
ordinarily resident in New Zealand and either:
have been living in New Zealand for at least 3 years while holding a residence class visa".

    Thanks

There is a radio button on the words 'ordinarily resident' on the source page https://www.studylink.govt.nz/produc...ndex.html#null to that quote, which takes you to this definition.
    Ordinarily resident

Our definition for being ordinarily resident in New Zealand.

Ordinarily resident means you normally and lawfully live in New Zealand, intend to stay here and consider New Zealand to be home.
So your idea of who could get a NZ government student loan was missing out one group of people - those who have lived in NZ on a resident visa for at least three years, and consider it their long-term place to be.

*Literally*, yes, but it does not have to be someone with a PR visa.
