Timing will vary, because every case is different, and is worked individually. Each CO can only complete processing after all the necessary replies have come back.

Update: I received a message from my CO last June 12.. and this is what he said ..

Thank you for your application for a resident visa - Partnership. We received your application on 16 January 2019.
    Our assessment of your application
We have completed an assessment of your application and have identified the following issues which may have a negative impact on the outcome of your application:

? Not living together for 12 months or more in a partnership that is genuine and stable

Immigration instructions F2.5(a) states that to be granted a residence class visa under Partnership Category applicants must provide sufficient evidence to satisfy an immigration officer that they have been living together for 12 months or more in a partnership that is genuine and stable with a New Zealand citizen or resident.
And F2.5(d)(iii) states that an application under Partnership Category will be declined if:
    the applicant and New Zealand citizen or resident partner have not lived together for 12 months or more at the time the application is lodged;
Based on the evidences provided, I am not satisfied that you have been living together for 12 months or more at the time the application was lodged on 16 January 2019.
Your partner has declared on the support form that you both started living together since 25 August 2018. The joint flat lease agreement dates from 27 July 2018 therefore living together period for you and your partner at time the application has been lodged equates to less than 12 months. Immigration instructions F2.5(a) and (d)(iii) apply in your situation.
Relevant instructions are attached at the end of this letter.
As the issues detailed above may affect the outcome of your application, we are bringing them to your attention out of fairness to you.
We have not made a decision on your application at this stage. This letter gives you the opportunity to make any comments and submit any additional evidence or information in relation to these issues.
You may provide further information by Wednesday 26 June 2019.
Any comments or further information must be provided to this office by Wednesday 26 June 2019.
Please upload any response or supporting documents to your immigration online account.

I already upload other documents now .
We are already turn 1 year living together next month . Hope they still consider it or suggest alternative visa.

@Lyn_2019 oh it looks like you should have applied for the residence visa when your living together duration hit 12 months.

Did you live together anywhere else before you took tenancy of that flat? If not, I'm afraid this is a deal-breaker. The 12 months' living together is an absolute requirement for residence.

And can you prove that you were both living together in the hotel(s)? There doesn't have to be a tenancy agreement, but there has to be the normal range of evidence that that was the set base for both of you during that time.

The "12 months next month" on the tenancy doesn't help. The regulation is that the couple must have been living together for 12 months at the time the application was submitted. You would have to be able to prove you had been living together from 16th January 2018 or before - that is, 12 months before you applied - to succeed in getting partner-sponsored residence on this application.

It looks as though you would be eligible for a partner-sponsored work visa on the evidence you have at the moment, but that would be a different application.

Awww Lyn, I can really imagine how you feel . Like JM said you will need to find a proof that you have been living together atleast from January 16th 2018 .

Can you contact the hotels and asks for receipts with both names ?

I've been so scared of such situations that I over gave myself 2years + before I applied on March 20th.

I wish you a positive outcome Bcs I know the stress and I have been a worse more situation. God bless and keep us all updated.

Anyone who applied within February and March got a CO ?

I applied 4th of Feb, but no news on CO yet. I'm going to submit additional evidence since application today/tomorrow so when I do get assigned a CO, hopefully this will save time!
