Police certificate taking over 4 months

Has anyone run into this issue? Can I submit a visa application with proof of payment and reference number for the criminal check?

I had this issue.

what you need to do is call INZ and let them know before your EOI expires. they noted it on my file and told me to submit my application without the police certificate, and requested some evidence that I had filed for the police report.

Yes - while it's not ideal, it is possible to submit an application without the actual police certificate, as long as you have good evidence of having started the process to get the police cert (a copy of the application you had to fill out to get the police cert, a receipt for the fee you paid, an email confirmation from the authority processing your police cert application confirming that the process is underway, etc.). And an explanation letter to accompany your application when you submit it.
