I wondered if it was the latter. We've noticed before that what happens in reality tends not to live up to Erin's account of best practice, ideal, expectations. I think she must have run a very tight ship when she was a CO manager. People's stories on the forum tend not to match up to these goals.
So to answer your original question, what's happening in your case sounds normal. Many COs don't announce themselves, and it's very often not possible for the applicant to know step by step what is being done on their case.
As the OP of this thread I just wanted to tell everyone to hang in there!! I had originally applied as an offshore applicant and have now been in NZ since august 2019.
