Qualification levels - Skilled Migrant Visa

Hello all,

A friend is applying for SMC visa and we have few questions, great if someone can throw some light on this?

1. He holds a Post-Graduate diploma in Marketing from Indian Institute of Management and a Bachelor of Engineering, Mellurgical engineering from Indian Institute of Technology. - Both are premier institutes globally. These are not listed in the Ops manual as recognized qualifications.
   
   1. Do we need to apply for a IQA?
   2. Does having a BE in Metallurgy and working in the IT consulting affect the application (we heard some rumor from an immigration agency that his application will be rejected because of the field of work not matching his degree)
   
   
2. His partner is a Doctor of Homeopathic medicine - Again which level of qualification does this equate to?

Any insights will be greatly appreciated.

From SM8.10, which deals with recognition of qualifications:

• If the qualification is on the List of Qualifications Exempt from Assessment, it will automatically qualify for points as per the level in NZQF terms specified on that list and SM8.5.
• If full or provisional occupational registration is required, and the registration involves an assessment that the overseas qualification(s) is comparable with a New Zealand qualification included in the aforementioned List of Qualifications Exempt from Assessment, the qualification will again automatically qualify for points.
• If neither of the above applies, then an assessment by NZQA is required to determine how many points the qualification qualifies for under SM8.5 (I think of this as a "catch-all" condition). SM8.15 states that while a Pre Assessment Result (PAR) is suitable for lodgement, a full International Qualification Assessment (IQA) is required to determine whether the qualification qualifies for points -- personally, unless there is significant time pressure to get the application lodged (as the PAR is completed a lot faster than the IQA), I wouldn't even bother with the PAR and would get the IQA straight away.

2. An application will NOT be rejected simply because an applicant has previously qualified in a different subject area from that s/he is now working in. Of course, s/he has to show that s/he is qualified for the present skilled job which is the basis of the application, so the qualification or experience which qualifies her/him are the most important, but past history of different jobs or study is not a problem.
