VOC or New visitor visa

Below is the visitor visa for my brother. As you can see it says last date you may travel to NZ is 9th of November but he can't come until December or January.

Does he needs to apply for a new Visitor visa or can
he apply for VOC to change that " last date you may travel to NZ".

If VOC is applicable what documents needs to be supplied again?

I have heard of people contacting INZ to simply ASK if the date of a visitor visa can be put back (there is no formal application process available), but I've never heard in recent times of anyone being successful. I rather think that if they had been, they would have come back to say so. Can anyone help?

Otherwise, if they won't change it, yes, he'd have to apply all over again.

Just wanted to ask one more thing.

Is that ok if my brother enters into NZ on 6th of November and then stay here for 1 month.

As this visa says last date you may travel into NZ 9th of November. Is there gonna be any problem in that or he has to leave country by 9th of November.
