The information you seek will almost certainly be contained within the new immigration instructions for the Parent Category, at such time that they are published. As such, all that anyone can tell you at this stage is to be patient and wait for these immigration instructions to be published.

Looks like around 5-8% of households will actually be able to afford it.
I'm curious to see how this works.
I know some people who run their own businesses and make decent amount, and be able to sponsor 4 parents if they want to.
But, it is their business that makes the amount, not them. Is this not unfair to such people? or am I missing some logic?
INZ says: "For us to count your sponsor's income it must be taxable and appear on their Inland Revenue summary of income."
But Inland Revenue summary of income does not include all personal income. For example rental income and any self employment income.
So how INZ will consider rental income for example?
Any thoughts?

EXAMPLE
Deepak and Ann want to come to Auckland and live with their daughter Shirley and her partner Andrew, who have agreed to jointly sponsor them.
They are invited to apply for residence on 28 May 2020, so the 3 year period where we can assess Shirley and Andrew’s income starts on 30 April 2020.
Year 1 is from 1 May 2019 to 30 April 2020.
Year 2 is from 1 May 2018 to 30 April 2019.
Year 3 is from 1 May 2017 to 30 April 2018.
For year 1, the last day of the year is 30 April 2020, and on this day the New Zealand median income is NZD $53,040.
Joint sponsors of 2 parents need to earn 4 times the median income, so the amount Shirley and Andrew need to earn for year 1 is NZD $212,160.
For year 2 it is NZD $52,000 x 4 = NZD $208,000.
For year 3 it is NZD $50,523 x 4 = NZD $202,092.
INZ said if the income is not on the summary of income, then it is not classified as income to assess the minimum income requirement.
Rental income, income from overseas, income from self-employment, etc are not classified as income to assess the minimum income requirement.
No application for the Parent Category under the new instructions has yet been processed; therefore, a definitive average processing time can not exist.
That said, it's possible to make an educated guess based on the processing times of the other categories. SMC is currently 15 months, and Residence From Work is in that queue now. Given that these applications are prioritised above the Parent Category, I would guess that you're looking at 2 years minimum, and most likely even longer than that.
