General Visitor Visa or Partnership Visitor Visa

I am going to get married this Dec and will have only 20 days to stay together, as I have to return back to my work (only 1 Month Annual Leave).

Which category of Visitor Visa I should apply for - GVV or PVV?

After viewing all the posts here - Inorder to get PVV approval we had to stay a minimum 3 months together and GVV is only for genuine tourists and holidaymakers, who intend to return to their home country after their visit.

What's the best option for me to bring my partner to NZ at the earliest?

Currently, I am on a 3-year work visa and submitted my ITA for SMC on July 19.

Please advise.

I don't feel that I can adequately answer this without running afoul of laws concerning immigration advice, but I would like to point out that you can't consider the Culturally Arranged Marriage Visitor Visa -- you're not a resident (yet).
