but my salary is over 55 000 but Case Officer still concern about my salary is undermine the wage
So which is wrong with me

Assuming you are applying for Residence from Work? What did the CO's actual letter/email say?

C.O told my salary not meet the market rate in instruction W2.10.5(d)
From the www.career.govt.nz i saw that the market rate for software developers from 72,000 to 100.500. and C.O based on Software Developer apply for Web Developer
Also from www.career.govt.nz, in Software Developer and in the Remuneration-Report-January-2018 (PDF file) i saw the Salary for Web developer just from 54,000 to 82,000
my title job is Web Developer
it mean my salary meets the requirement?

how many years of experience do you have?, if you are just a fresher (0-1 years of experience) then it should be okay, but if you have more experience then your CO is right and you are being underpaid.
I have gone through the same last year (and the employer had given me a raise of 20% immediately to meet the condition of CO).
And you have to be mindful of the fact that the report mention 3 bands (low/starting, median and high), and you would want to be around/above median based on your skillset and year of experience.
I know so many cases in my personal circle where INZ has been too strict about salary and would not approve unless you have met the condition specified in the PPI letter, and a business case submitted that why you are so critical and what business impacts it would have if you are not working for the company (if visa is declined).

Yes, over 3 years experience but from the payscale (C.O give an example but i checked with the information: An entry-level Web Developer with less than 1 year experience can expect to earn an average total compensation (includes tips, bonus, and overtime pay) of NZ$45,668 based on 35 salaries. An early career Web Developer with 1-4 years of experience earns an average total compensation of NZ$53,431 based on 286 salaries. An experienced Web Developer with 10-19 years of experience earns an average total compensation of NZ$81,890 based on 27 salaries.)
your C.O dont think your salary rise immediately is fake?
i have a salary review in next April after 2 years, it not problem to me
I know where you are coming from and when CO asses the application I believe also go through google and can see what the pay should be, they just don't stick to one report or so, unfortunately, and no CO won't think it's a fake salary hike, as the company I work for is an MNC and multi-billion euro company and such companies won't do any such fake hikes if that makes sense.
Plus when they will go for my next visa extension, INZ would ask for IRD statement and Salary slip and it will be caught if they didn't actually give me a raise, and no such good company would want to be in a fraud issue and will prefer to go by law and honesty.
and the example he has given is something where he wants to see the salary number, that example is not just there for the sake of it, it's intentional/indication that you should fall in between it, no less than it, telling it from my own experience and a couple of people who have gone through the same in the last year.

56k would be towards the low side and considering you have 3+ years of experience that's why he/she has brought it up in that letter, and I am being in IT industry for 6+ years also confirms as per NZ standard it's low not wanting to demean you or the work you do, it's just the way it is.
for a reference, 55k (in good companies) is starting salary of service desk analyst (0-6 months of experience) in NZ.
INZ has been too strict about salary since last year, I wish it goes smoothly for you mate, and I really feel for you.
