This is what the INZ website says:
Your test results must be no more than 2 years old when we accept your visa application.
To me this means it has to be valid when you submit your application and INZ accepts it for processing and not when you submit your EOI.

SM4.5 Minimum standard of English language for principal applicants
Applications under the Skilled Migrant Category must be declined if the principal applicant has not met the minimum standard of English.
Principal applicants under the Skilled Migrant Category meet the minimum standard of English if they provide acceptable English language test results no more than two years old at the time the application is lodged, as set out at SM4.5.5.

You don't have to supply evidence, no, but you DO have to provide the mark you have gained and the certificate number. So you have to have done the exam, whichever one it is, before you submit your EOI. See the form, here. https://www.immigration.govt.nz/docu...es/inz1100.pdf

(It only says 'if' because there is also the option to prove English ability by means of nationality/study record.)
When you apply for a visa to INZ, you are submitting a legal document, and by submitting it, you are stating that everything on it is the truth. So a basic point is that you can't claim things about yourself IN ADVANCE of having achieved them.

I recently submitted EOI and it had a question where we have to enter the test score and details. I think we need to undertake the exam prior to EOI submission. The test report is to be submitted with ITA later on as a proof.
