That's correct. Other variables are any delays of third parties replying to the CO to confirm evidence, and random things like staff training or sick leave taking him/her away from the work. Remember the CO deals with scores of cases alongside yours in rotation - s/he will never be dealing ONLY with your case.

Just an update -
I couldn't log in online at the Immigration website for the last 2 days so I called the contact center - they told me my application is still sitting in the queue at the Hamilton Branch and no CO has been assigned yet.
