Default Travelling first time on resident visa

If a person on job search visa (Skilled Migrant Category) is granted residence in NZ while he is present in NZ and his family is granted residence at the same time while they are offshore, can the family travel to NZ without him ?
They will be travelling first time on resident visa so will they be permitted under the new announcement starting from 18 June or they will need to apply for exemption to travel ?

In normal times, yes. Once they have their residence visas, they are themselves residents, and can travel as individuals. And the requirement to be travelling WITH the NZ citizen/resident in the present circumstances has now been eased. However...

The announcement on 18th June did not make any significant change to the situation of people overseas who have a residence visa but who have not yet made a first entry to NZ using it, as they can't yet say that they are 'ordinarily resident in New Zealand', so I think they will still have to apply for approval to travel. And notice, from what has been in the news, a lot of applications are still being refused, because the number of people allowed to cross the closed border depends on the number of places available in the quarantine facilities.
