A prepaid courier bag is not necessary. It is a mandatory requirement to submit your passport (see RV1.10.10): either the original or a certified copy will do, but INZ provides a recommendation on the INZ 1176 guide to submit the original.

Also, in case you're not aware, it will be possible to submit an application for a Permanent Resident Visa online (instead of a paper application) from the end of January.
