The length of the separation is not the only factor: the reason for the separation and how you maintained your relationship during separation will also be considered (
F2.20.15(b)) when the assessment on the genuineness and stability of the relationship is made. Ultimately, there can be no limit placed on the length of separation (and the operational manual makes no attempt to define one): it's really down to the strength of the relationship itself at the end of the day.

An Interim Visa is issued to an applicant for a further temporary entry class visa where the previous temporary entry class visa is about to expire: see this
factsheet. Note that Interim Visas are not issued to applicants for a residence class visa (unless they also have a further temporary entry class visa in progress).

Reading this, it appears that, assuming that your partner currently holds the Partner of a New Zealander Work Visa, your partner must apply for the exact same visa (i.e. another Partner of a New Zealander Work Visa) for the Interim Visa to have work conditions; any other visa application will result in the Interim Visa having visitor conditions.
