I went digging in the operational manual, and found this is covered by
Y3.30(a)(ii): the partner of a New Zealand citizen or residence class visa holder covered by
Y3.10(a), who has a visa based on their relationship to the New Zealand citizen or residence class visa holder, may be granted entry permission.
From reading Y3.30, combined with the information on INZ's
COVID-19 border closure page (which you already posted earlier), it looks as if only
one of the options needs to be met -- but I would personally confirm with INZ themselves anyway before making travel plans.

There's some potential good news in this regard. INZ has
recently announced that offshore Resident Visa holders whose travel conditions are about to expire will be granted a 12-month visa extension, and those whose travel conditions expired on or after 2 February 2020 will be issued a second or subsequent Resident Visa valid for 12 months.
