Question How to challenge an INZ policy (not a decision)

I am very curious about the process to challenge a policy from INZ. Does it have to be done directly through the High Court as a "judicial review"? Are there any known precedents or jurisprudence on the matter?

Immigration New Zealand is an agency within the Ministry of Business, Innovation and Employment (MBIE), which is to say it's part of the structure of the government. The rules are set in line with the policies of the government of the day. So anyone hoping to affect the way things are done by INZ needs to influence politicians who are in power.

Of course, I was seeing the whole thing the wrong way. Thanks!
