No. There need to be five *successive* year-blocks, counting back from the date of application, when s/he was in the country for enough days. If s/he has one year-block that doesn't qualify, the years since residence before that will be "wasted" from the point of view of citizenship, and the application will have to wait longer. In your example, the applicant would first be able to apply in 2026 or 2027, depending on when s/he got back from the long trip in 2020/1, and assuming no long overseas visits after that.
