Citizenship Character Assessment (Business Loan)

Hi

Just a question on Citizenship character assessment. I own a business that has a 20k small business loan from IRD. Is that something you declare to answer the question of Has the applicant owed money to any government agency?(e.g. Work and Income)? I was thinking that since the business entity owns the loan and it's not personal, it shouldn't be part of the application?

In your place, I would say 'no', but for the sake of complete transparency, put what you've just said here in a covering letter.
