Long Term Skill Shortage List Work Visa

Asking for a friend.
We know that after holding Long Term Skill Shortage List Work Visa for at least 2 years, we can apply for Long Term Skill Shortage List Resident Visa. My friend is considering to change her essential work visa to Long Term Skill Shortage List Work Visa, and found this in Long Term Skill Shortage List Requirements:
A certificate at NZQF Level 4, or a higher qualification, which includes the
credit and knowledge requirements of a New Zealand Certificate in
Cookery (Level 4)
AND
a minimum of five years' combined experience in establishments offering
a la carte/ banqueting or commercial catering, with a minimum of two
years at Chef de Partie (Section Leader) level or higher
Please advise, the 5 years combined experience definition, is it:
1.Needed prior the Long Term Skill Shortage List Work Visa application, OR counted until she apply the Long Term Skill Shortage List Resident Visa? (meaning that after 3 years she can apply for Long Term Skill Shortage List Work Visa and two years later apply for the resident)
2.Full time experience?

Your employment must meet the specifications as laid out on the LTSSL at the time that an application for the Long Term Skill Shortage List Work Visa is made (WR3.1(a)).
Requirements for offers of employment are specified at WR3.5. Per WR3.5(c), offers of employment must indeed be for full-time employment (which INZ considers to be at least 30 hours per week).

Hi Kelerai,
Thanks for your reply. Understood the operation manual you mentioned earlier. My friend is having the job offer with job title, job description and hour of work that meet the Operation manual, "hold an offer of employment in an occupation that is included on the Long Term Skill Shortage List (LTSSL) at the time that their application is made and that meets the specifications for that occupation".
On top of that, she's in doubt if she have to wait to have all 5 years experience and qualifications stated in Long Term Skill Shortage List Requirements before she can apply for the LTSS Work Visa, or that 5 years experience is included on her LTSS Work Visa requirement when she apply for Long Term Skill Shortage List Resident Visa? If this the case, she's eligible to apply LTSS Work Visa when she have 3 years experience and after 2 years (total 5) she will apply the LTSS Residence Visa.
Hope this make sense, she wanted to make sure if she can apply for LTSS Work Visa before INZ close this visa next October. Thank you!!

There is no doubt as to the relevant immigration instruction. If you do not meet the specifications for the occupation in question, you are ineligible for the Long Term Skill Shortage List Work Visa.
For the occupation that you have posted, the specification states a minimum of 5 years of relevant work experience. Without this, your application will be declined under WR3.1(a).
