Is this a restricted or learner driver license?

Hi all,

My wife made the conversion of her overseas driver license to a New Zealand Driver License. She has only completed the theory test, so far.

We've been discussing if her driver license is valid as a NZ Restricted Driver License, or a NZ Learner Driver license.

Note that the back of the Driver License shows "Must be accompanied by supv". But a Restricted Driver License only needs a supervisor between 10pm and 5am.

Can you guys help us understand what license type is this one?
The front of the license doesn't have anything like "Learner" or "Restricted".

That's a driver's license from an International convert, and it's a full license. However, the cardholder needs to undertake a practical test to remove that condition.
