After Section 61 declined, can someone apply for another visa?

Kia Ora,

Asking for a friend. He applied for section 61 and was declined. He's now married to NZ citizen. Can he apply for another visa, like partnership? Or should he return home and apply off shore? He's willing to get adviser assistance but bit cautious as the last one made him go to the section 61 saga. Thanks
